Trang Dau Thi Quynh, Program Officer of GIZ in Vietnam, speaks to an audience of around 70 lecturers, professors, and policymakers at the National Academy of Public Administration (NAPA) in Hanoi.
Her aim is to demonstrate how the Online Job Vacancy (OJV) data platform transforms raw job market data into actionable insights that can drive policy decisions. This presentation follows a session exploring data-driven policymaking, facilitated by the Data2Policy Navigator.
Earlier in the day, Geeti Patwal, Policy Advisor for the Global Program Data2Policy, and Ngan Pham Kim, Project Officer for the Digital Skills to Succeed Program in Vietnam, introduced the Data2Policy Navigator to the participants.
The OJV platform: labour market data for political decisions
The navigator financed by BMZ and implemented by GIZ and UNDP, supports governments in data-driven policy design and enables them to translate complex processes into simple steps.
The seminar was organised by GIZ Vietnam in collaboration with National Academy of Public Administration (NAPA) to foster the use of data in policy decision making, especially in the job marker. Therefore, Trang presents the OJV platform, designed to deliver timely labor market insights in Vietnam.
She explains her role in coordinating communication with political stakeholders and overseeing technical development in partnership with ILSSA (Institute of Labor Science and Social Affairs) a think tank of the Ministry of Labour, Invalids and Social Affairs (MoLISA) and FPT, a leading Vietnamese company specializing in AI-driven digital transformation.
AI and NLP: technological basis of the platform
The platform uses Artificial Intelligence (AI) and Natural Language Processing (NLP), to analyze job vacancy data gathered from multiple online sources. The method allows continuous and comprehensive data collection, ensuring that the platform remains up-to-date and responsive to Vietnam’s evolving labor market. FPT’s machine learning models classify the unstructured data by occupation and industry, providing decision-makers with insights into trends, skill requirements and growth sectors.
Data is not merely numbers. It connects decision-makers with the workforce, enabling us to craft policies that effectively address real needs.

During the NAPA seminar, participants shared their perspectives on data and AI’s role in policymaking and data processing, with a particular focus on ethical considerations.
As the session concludes, the many future leaders of Vietnam’s political administration leave with a deeper understanding of how traditional and innovative data sources can experience uptake in policy designs. For Trang and her team, the OJV platform remains a work in progress, with a full launch targeted for 2025. Yet, this seminar illuminates a future where data shapes Vietnam’s labor policies, highlighting NAPA’s pivotal role in preparing Vietnam’s future leaders to harness data for impactful policy — an approach crucial to addressing real-world needs through informed decision-making.
